Yes Downloadsize seems plausible now 
Right click on the game in your Steam Library ---> Delete or Remove Gamefiles ---> Close Steam (also kill the Task) ----> Open Steam ---> Click Install Button for Automation = profit!

Exe nolonger missing, stuff fixed there.
