I bought the $25 copy and wish to upgrade to the $35 copy. Do i have to buy the extra copy or is there a way i can pay the $10 difference and get the supercharged copy.

There's probably going to be an option to upgrade your game edition once it is on Steam.

So many people have asked this, you could have searched the forum first before posting 
Basically it's difficult to do something like that right now, but when the game is on Steam, they may implement an upgrade feature, but the full Steam release including the tycoon part of the game is at least 1 year away.

There will proably the option to get the additional content as reasonably priced DLC.

If you upgrade, technically you get nothing right now? Is that correct?
If that is the case I'd wait until the V16s are avaliable, if ever.

Right now you get nothing, thats correct.
V16 will release at some point, there is no doubt about that
There is however also more content in the SC Edition than just V16. For example: An Artbook and making of!

Although, on second thought I would want an upgrade too.
I was not totally happy with the stability of the demo and the usability of the UI. But had I known that the game stays on my harddisk for so long I would have upgraded.

Then just wait for the steam release, convert your key (and get all the new improved usability) and once it is available and you still like the game, get the DLC upgrade
