In some of the promo shots for the game, the cars have twin grilles on the front/rear. is there a way to get those in the current version of the game? because i can only get grilles to go in the center?

Well, yes and no. Grilles can be replaced by vents, but if you want a split grille, like BMW for example, they would be recreated using vents. Vents will mount nearly anywhere on the car, while grilles will only mount on the center line of the car.

Actually no, they're not the same thing in the game. Vents are mirrored, grilles are centered. Both are in-game (as shown by 07CobaltGirl)
