With some weird turbo setup probably, yes. Not naturally aspirated though. To our knowledge there is not a single production road car out there that has that "feature".

the ones with bike engines yes, the duratec versions (r500 etc) revs to about 8500-9000

So they are pretty... radical cars you dont see in the streets very often. They are also produced by a company who doesn't really make other cars.
This game will be about making cars and selling them. Not making 200 cars and only have 200 buyers and thats it.
Maybe in the future with some DLC yes, but initial release, I don't think so.
