Actually, it is a formula in the spreadsheet. Service costs is done by the game. He has added fuel costs per year and taken a percentage of the price tag to account for repairs. The formula is: Fuel Cost per Year + Service Costs per Year + (100 - Reliability) ^ 0.5 / 200 * Price Tag = Running Costs per Year (seen in cell C18 on the spreadsheet)

Fuel Costs per Year is calculated by: Economy * Fuel Type * 150 (seen in cell C16 on the spreadsheet)
