Fuel Economy Challenge

Hello all, I'd like to create a challenge for you all.

The challenge:
Create a car model with an engine with the lowest l/100km possible.
Take a screenshot of all the sections, to help me judge the car.

Limitations:
No less than 150hp
Cost less than $2500
Service Cost less than $2500
MTBF Above 50,000km
Loudness less than 50

Conrod: Cast, HD Cast, Forged H Beam
Pistons: Cast, Heavy Cast, Forged
Head Design: Any
Valves: 2, 3, 4
Head Material: Cast, Aluminium
No VVL
Aspiration: N/A, Turbo
Fuel Sys: Any Carb, No Direct Injection
Fuel Type: Unleaded 95
RPM Limit: 6000
Exhaust Header: No Race Tubular
No Bypass Valves
Cat: High Flow Three-way

There are a lot of restrictions, I expect people to get very similar results with this.

There is another thread like this that I think will appeal more to people as the only restriction is the car's aspiration: viewtopic.php?f=34&t=3376&hilit=best+economy Maybe putting them in a leaderboard in the first post might help attract people? :P

I was mostly thinking that the restrictions would spark some creative designs, but I'll remove some of the restrictions then.

You don't have to change the rules just because of my personal thoughts, and you make a good point with your restrictions provoking people to think more of their designs. :)

I'll keep most of the engine related restrictions, as those are the more important ones anyways.

what about man hours restriction on the engine?
