Safety Quality

I noticed this during my last build, I was building a car in the 70s, had Advanced Safety selected but noticed that no matter what my quality slider setting was at the "Safety Quality" was ALWAYS a -0.8% malus in the Safety tab of the details page, it never changed at all. Is this a bug or is there something deeper I am not understanding?

This is simply the overall modifier inherent to the safety system selected that year. When switching to standard or basic you will see a much larger negative value there. This is working as it is supposed to.

Ahhhhhh, year based quality and not slider quality. Makes sense now, thanks!!!!
