Exits there is any way to select the minimum speed,for example 4500 rpm to 9500 rpm?

It kinda doesn't make much sense as almost all engine idle at 800- 2000RPM anyhow, and it wouldn't really make much difference to the car's actual performance. You'd just give it low enough gears that you could always keep it in a nice rev range.
