RPM MAX but RPM min?

Before yesterday I created one engine power between 1000 rpm-5000rpm ( 22 cv-50cv) Then, the engine develops 180 hp at 9000 rpm.

Exits there is any way to select the minimum speed,for example 4500 rpm to 9500 rpm?

It kinda doesn't make much sense as almost all engine idle at 800- 2000RPM anyhow, and it wouldn't really make much difference to the car's actual performance. You'd just give it low enough gears that you could always keep it in a nice rev range.
