Launcher doesn't work :/

So I can't really describe it but I double click the shortcut on the desktop, screen flashes, the cursor has a spinning thing but nothing happens. There is also the process in the task manager.
I opened the file location same thing, nothing happens except showing the process in the task manager.

What can I do? This happens quite often and I normally reinstall and it takes forever.

Any suggestions?

Windows 8 Pro 64-bit

Id recommend using a better OS for starters...
