Build 162 VVL bug/crash issue.
I'm having some issues with VVL in the sandbox mode.
If the year is set to 1991 or lower before first viewing the "top end" screen, VVL remains hidden no matter what I change the year to even though other options become available/unavailable as normal.
If the year is set to 1992 or higher before first viewing the "top end" screen, VVL remains selectable no matter what I change the year to. If the year is set to any year prior to 1992 and VVL is selected the game crashes, giving the following error message:
Step() failed!: [string "..."]:115: attempt to index field 'VVL' (a nil value)
