i've noticed that when using the engine designer, you can have a 1.6L i4 getting .4lb eco.
if you take that same engine, and change the displacement to 2.0L, the eco stays the same.

is this a bug?

I believe it's the ratio of fuel consumption to power produced, not outright fuel economy.
