Given the time period in which Automation takes place, the Cold War era will take up a significant period of game time. Are there plans to incorporate this into the simulator, i.e, the Soviet ban on foreign vehicles or the negative stigma communist-made cars received in western Europe and the US?

Probably yes! This will lead to an interesting dynamic once the iron curtain falls, etc.
