If any of the mods people create are good enough to be included as official game content, Daffy has said he will include them if the creator is okay with them using the models.

So far I think one of Kubby's bodies, and two of Felgen's bodies are going to be added.

i haven't browsed mods enough, but i know Kubby has made fantastic van body and have seen interesting grilles

i think in the end it shouldn't be a one time deal, regular content patches are not hard to do anyway
