Will DLC cost extra?

I am considering purchasing the game, however ive read alot about DLC. My question is will the DLC be available for free to the users who bought the game, or will you have to purchase the DLC individually?
A tycoon game made for people who live and breathe cars.

Well, you're welcome to buy or not buy any DLC as you wish, but the fact is that if we're going to spend a long period of time after the release of the game working on extra content, we need to recoup the costs of doing that work. I'm afraid that's how the business side of things works.
We're certainly not shuffling anything that was going to be part of the original game to be DLC, rather we'd be using it to add features that we never originally had the time or budget to do. I agree that a lot of AAA studios lately are going for $60 - $80 prices at launch and day 1 DLC, but that's not us, any paid DLC would be developed after release and be quite cheap.

They already made a large sum of money probably by now, looking at how active these forums are and how many people already have bought the game. I trust them in developing this cool game. They are not like Electronic Arts that ships a half-done game and patches the game along the way to full. I think every DLC they will produce after the final game, for lets say a fixture package, it could cost 5 dollars. For compelte engine-sets liek diesels and Rotary, I would be willing to pay even 10 bucks, because they deserve it.

Possibly the same, but I do wonder...
Will we be at a disadvantage if we don't buy it? By this, I mean, if DLC is offered, will it also be present in some form in patches... meaning that the AI can take advantage of the DLC content?
As an example, let's say you release hybrid engines or semi-trucks. Will the AI be creating designs that incorporate either of those, and will the game's consumers be seeking vehicles with those traits out, or will it be as if they didn't exist...at all...in the game provided you don't have it?
