IIRC the VTEC-E is a 8 valve mode on a 16 valve engine, it shuts of both one intake valve AND one exhaust valve. (per cylinder)
Atleast that is how the VTEC system on the Honda VFR 800 motorcycle does it. Only one exhaust valve active is said to reduce the sound level.

at least on D series VTEC-E goes 1 intake valve (other valve opens very shortly, so basicly not enough to do something) and 2 exhaust valves at low RPM

Correct me if i'm wrong but I think it will be near imposible for développers to generate all the manufacturer own technology. So you can recreate close as possible but its a tycoon game not a real life simulation game.

The only add-on id like to have its a VVL rev actuation range adjusterment. But at this point it's only optionnal to me.

The vvl activates at the point where the first cam profile no longer produces more power then the second cam profile, by fine tuning the two setting, along with spark advance, you can pretty much already set the rpm you want once you get a feel for it.
