I just updated to the latest patch, Is it normal in fixture mode for the fixtures to be blue instead of red. Also in body when adjusting the body adjustments seems more limited.

Yes, that's how it's supposed to be. The limitations in morphing will be offset by base model/family variety.

I noticed also the the cutout fixture is missing. I had problems updating to the latest patch, so I uninstalled and reinstalled and it still wouldn't update so I had to download the patch and update manually.

The cutouts are in the various grill selections.
