So could it be possible (in the full game release) to be able to buy 'pre-set designs' off car design companies, a bit like what Ferrari do with Pininfarina And maybe it will be possible to do slight alterations when you receive the design

The looks of your designs will not be judged in the game, this has been discussed before.
But yes, there will also be designs to buy in if you don't care about getting into the gritty little details of the Car Designer.
