I think that's a very important issue. In order to sell a car in a region you should fulfill certain requisites concerning leaded fuel usage, minimal safety options, loudness...

Taxing
Taxes should be an important element too.
Import taxes were high in some places so moving your production to said places should be a good idea.
Every country has different taxing systems so your designs should be tailored for each market, for example:
Japan uses a tax system based on vehicle and engine size.
Germany uses carbon dioxide emissions.
Some countries uses a tax horsepower system

Cars that don't fullfill the legislation requisites shouldn't be allowed to be sold while taxes should affect the running costs/MSRP.

That stuff will be important and implemented in the region system. Legislation will evolve over the years too, not in the first test iteration, but in the full campaign you can expect this to be a tricky aspect of marketing your cars.
