I can't even pass this scenario. Is there supposed to be an option to use a catalytic converter?

I'm having the same issue. Catalytic converter doesn't show up; I can't see how could I possibly reduce emissions without it.

Yes it is - make sure its running unleaded fuel - as long as thats true you should be ok, but there IS a bug with cats sometimes.
Patch coming soon

Ok, found out what the bug is - when you first go to the Fuel System, under Fuel Type, Regular Leaded is marked grey, but not checked. Even if you check other type of fuel, Regular Leaded will keep grey; you have to check it, making the grey selection go away, and then check an unleaded fuel to make Catalytic Converter available.

I just confirmed this. Same situation for me. Once I clicked Regular Leaded the highlighted gray text went back to normal and catalytic converters were available.

i at first thought this was a big but it is not....you're changing an old engine into a new one... hence it will have leaded fuel checked as it is old...you have to uncheck it and check unleaded as part of the process

As I said, leaded fuel was not checked on mine.
