Modern turbos spool fast because they are often twin-scroll and/or have a variable A/R ratio.

Both of those are planned in the future.

The TD04 turbo in my 02 Saab 9-3 spools pretty quickly at 1800-2000rpm without all that fancy twinscroll and variable A/R ratio stuffs.. Its a pretty small turbo though.

It has been said SEVERAL times, that the current turbo tech is similar to that of the early '80s. It will be completly redone later on.

That's an other solution, but you usually loose some top end :D

And it is somewhat possible within the game, although more at 2500-3000rpm while still staying useful higher up.
