I actually managed to make a working engine that revved all the way to 12k 2 days ago.
I don't remember the exact setup of it, but it did fully work.

I've just made an engine with a usable power band up to 12k (had to try)
At the redline @ 12000rpm it still has approx 95% of the max power. This is an engine that would have suffered with a redline just over the peak power.

Yup, currently you can make engines that make peak power out to about 10,000rpm, and you have an extra 2000rpm or so of rev limit to play with as sometimes those extra revs will still help acceleration as you'll be making more power than you would be in the next gear, or keeping 0 - 100 times lower by avoiding another gear change. If we made cams that made good power out to 12k then you'd probably need even more revs available to make use of that properly.
