How does one get Env rest of 102? Increased quality on the chassis? Carbon fiber?

And that must've been an insane increase in chassis quality, +6 just got me +1 environmental resist. Full CF seems to be the only way...but how can that be within budget.
EDIT: also Strop, not as much penalty as you might think, just from running 800 cc above the minimum allowed you "missed out" on 32 points. Running 320 hp means a penalty of -22 points. Formulas are confusing

now that i think about it...... that green hell bonus points are gonna kill me, and utility. should've gone 1.8l
