For production yes a wider gearing would definitely be offered, however car makers during this period were looking for 1/4 mile and 0-60 times, hence the very tight 4.11:1 ratio on testers. This review of a 1960 corvette shows a top speed of 122, you could order other final gear ratios but the official times for a tester car would always be with the close ration setup.
In addition to this the mid to late 60's saw factories cheat in little ways to improve their times. Stickier tires, air filter removal, engine driven accessories disconnected or even fully removed were just a few tricks used, which is why you saw times down into the 13 second range. **edit** That last part will be my challenge for the next update, make 13 second cars without the use of those tricks and keeping a lowish cost, and build time, a not totally outrageous service cost all while keeping the mtbf above the 20, 000 mile mark. Also to come will be homogenization engines for Trans-am racing, and trying my hand at totally over the top power for Can-Am racing.
