Graphics downgrade on Windows 10

So I got a new laptop with Windows 10 x64 that's got much better specs all around than my older Windows 7 x64 one. Anyways, I figure this is some kind of setting issue (all the game settings are maxed), but the graphics are downgraded quite a bit. The Windows 7 graphics is an NVidia GeForce GTS 360M 1 GB and the Windows 7 one is an NVidia GeForce GTX 960M 2 GB. Both are running at 1600x1024 on a 1920x1080 display. Here's a comparison:

start game, make sure you have the settings menu, click on options, to the left will be the quality slider
