Does not start up - Please help.

I have been trying to install it through Steam on my W8 PC but when trying to run it just gives me an error message and won't let me start or pick options.

The following is the message.

I've been uninstalling and reinstalling it but that doesn't seem to work. I downloaded through Steam if that could help.

Hello,

Please re-install Microsoft DirectX, that should fix the problem. Not an uncommon error message
