Additions to the Suggestion Guidelines

I'm not sure if this is the correct forums, but I think at least some of the content from the "Game at Launch, What is in? What is Out?" thread should be copy-pasted to Suggestion Guidelines to hopefully reduce the amount of people who suggest things the devs are going to add/is being considered.
