It's not hard to do. Pick premium trim or something like that to act as counter weight to engine in front, heavier panels/chassis also helps (though there are no problems with using aluminium panels or something lighter like that). AWD is more front heavy than FR but you definitely can do it both ways (I'm playing in sandbox as I write it and I just did quick rough 50/50 AWD small sedan with 3,4l inline 6, switching it to FR makes it 49.1/50.9). I'm not sure what's this about small engines though, I made 50/50 cars with 4l+ engines. My usual problem with cars like this is that there is 50+% weight on rear (which isn't actually a problem, especially for rear wheel drive cars, but hey if it's supposed to be 50/50 I can always make engine bigger for more power). It's worth noting that car shape has effect on this, big boot will put more weight on the back of your car (there is no need to abuse this though, there is more than enough tools to balance weight of your car, whatever shape you prefer from aesthetic point of view). Anyway once you are close to that 50/50 you can fine tune it further with brake sizes. Also the newer the car the easier it's to get that 50/50, that's because cars generally get heavier and as you add years that engine becomes smaller % of total car weight.
